Landsec submits plans to redevelop Hill House and Shoe Lane Library in the City of London

24 October, London:Landsec has submitted plans to create a multi-use destination in the heart of the City of London, including a revamped public library, modern office space, and a stunning new rooftop destination.

Located just north of Fleet Street, Hill House – an existing office building – would be redeveloped into a state-of-the-art flexible office space, designed to meet the needs of both larger occupiers and smaller businesses.

As part of a vision to create a sustainable and healthy workplace for the future, each floor will have access to outdoor terraces, with an urban forest cascading down the side of the building.

A new rooftop restaurant and cultural events space, both with stunning views of the capital, is also proposed, and would become part of the growing network of destinations renowned for bringing visitors into the City.

Landsec’s plans will also provide Shoe Lane Library with a new and improved long-term home. The public library, operated by the City of London, will be moved out of the basement into a purpose-built home on the ground floor, facing onto an improved Gunpower Square – meaning better accessibility, presence and direct access to outside space.

The plans were created with the needs of existing library users front of mind, some of whom inputted into the design of the new space.

While extensive redevelopment is planned, sustainability has been at the heart of the design process. Nearly 60 per cent of the existing building structures are to be retained and re-used.

Landsec’s Hill House proposal is part of a wider effort in the City to ensure the Fleet Street Quarter remains a fantastic place to work, visit, live and invest in.

And it also comes after Landsec unveiled its plans for 55 Old Broad Street earlier this year, in a sign of the business’ confidence in the City of London office market.

Should planning permission be granted, construction is expected to start in 2025.

Thank you for coming down to our exhibition and third engagement event!

What a successful couple of days!

25 members of the public attended the exhibition on Wednesday and 45 attended the engagement event on Thursday (not including staff and artists).

Want to say a huge thanks to everyone who helped out and especially the artists Olga, Rezia and Ioana for leading fantastic workshops, giving members of the public the opportunity to be creative whilst learning about the proposed development.

If you have any questions that you would like answered by either the developers (Landsec) or the architects (APT), then please join us at:

There will be opportunities to get creative in the free weaving, illustration and zine workshops.

Come and join us on Thursday the 18th of May between 4 and 8.30pm for an evening of networking, discussion, drinks and music.

We will also be hosting a drop in exhibition the day before (Wednesday the 17th of May) between 12 and 6pm, with boards showing the proposed development.

For the second event in our engagement series, we’ll be sharing plans for the redevelopment of Hill House and the future of Shoe Lane Library and inviting local residents and workers to share their hopes for the scheme, whilst getting creative!

Turn your thoughts and ideas into artwork at a 'Doodle your London’ workshop lead by artist and illustrator Olga Waller. Or join Colour & Crafts Expert Momtaz Begum-Hossain in designing your dream future library!

With music, drinks, networking and exciting Lego and illustration workshops.

Makers and poets will guide you through interactive activities using Lego modelsand creative writing to help you play your part in writing the next chapter of Hill House! Landsec invites the community local to Hill House to join us for an afternoon of cake, conversation and creativity! We’ll be sharing early plans for the future of Hill House and envisioning its new public and civic spaces.
